The APC is payable only after a manuscript has successfully completed the peer-review process and has been formally accepted for publication by the editorial board. Payment of the APC does not guarantee acceptance and has no influence on editorial decisions. All submissions are evaluated exclusively on the basis of academic quality, originality, technical rigor, relevance, and compliance with the journal's ethical and publication standards.

Authors based in low-income and developing countries may request APC waivers or partial discounts, which are considered on a case-by-case basis at the discretion of the editorial board.
